if I am staying at some place abroad in an hotel, but I'm not using the bed, should I be paying the city tourist tax? :neocat_think:

when I shower in Paris' station showers, I don't pay any city fee, therefore we can conclude that's not what makes a stay eligible for that. when I book a single compartment for myself on a train, I don't pay any tax either, which excludes the concept of "a room" being the trigger too.
