yes, this too, it's not at all a thing limited to Madrid. you could promise someone the nicest normal speed tracks so they can have nicer, more frequent metropolitan/regional travel (and maybe just connect to places with high-speed tracks), but as long as they don't get 300km/h (350km/h now) tracks to their doorstep, they won't care
